Acc. to Hindu article wasn't the house, already in works to be converted into a memorial?

Yes.That is the main thrust of the article.
They dont want a new memorial to built after razing down the existing house.
Rather the original house to be maintained as it was during his time.If possible the street even , using photographs of that period.
