As I understand it ( correct me if I am wrong ) - singing in Madhyama shruti has nothing to do with the absence of a Pa or the presence of note Madhyama in the raga being sung. It has everything to do with the range of notes in the raga itself that is being sung in Madhyama shruti.

For example, Nadanamakriya does not touch the high Shadja. Senchurutti is another example that does not touch the high Sa or high Shadjam in Its Arohana aspect.

I have not heard Hindolam being sung in Madhyama Shruti.
