It is a Tamil Sangam literature, probably belonging to 700 AD, as per details given in a pdf (downloadable) book containing meanings in Tamil only. If you can read Tamil, you may download the same from here -

The author of the book is puliyUr kEsikan - probably suffers from Aryan and Dravidian baggage. According to the author, these poems are set to rAgas (Tamil paN) pAlaiyAzh, nOdiraM and gAndhAraM.
I have not been able to get hold of any English Translation.
The poems pertaining Vishnu are 1,2,3,4,13 and 15.
