This song piece is on Goddess Lakshmi who is also called as "Alarmel Mangai" i.e the one seated on top of Flower(usually Lotus flower).

So the Pallavi says "AlarmEl Mangai danced or Goddess Lakshmi who's depicted as the lady seated on top of Flower danced.
Further She danced like/asif it was raining beautiful flowers.
