Let me try and put it together:
Bharatha Kula bhagya kalike, Bhava rasananda parinathakare
Jagatheka mohanakale, Jeya Jeya rangadhi devathe devi

भरतकुलभाग्यकालिके Oh Goddess Kali, the result of the good fortune ofthe descendants of Bharata (Indians)
भावरसानंदपरिणतकरे who perfects our ability to enjoy bhava and rasa
जगदेकमोहनकले the sole exponent of bewitching art,
जय जय रङगाधिदेवते देवि oh goddess, glory to you who preside over the art stage/field

Seems to be an inspired lyric of some dance teacher. Doesn't seem to be from any classical text.

I would readily substitute tilake for kalike.

Kalika means bud. So it fits, I think.

Namaste,
This is rangAdhi dEvatA stuti - रङ्गाधि देवता स्तुतिः taken from Abhinayadarpanam of Nandikeshwara.

Here is the correct version of the Shlokam and the meaning.

भारतकुल भाग्य कलिके भाव रसानन्द परिणाताकारे।
जगदेक मोहन कले जय जय रंगाधि देवते देवी।।

Bharatha kula bhAgya kalikE!
BhAvarasAnanda -pariNathAkArE !
jagadEka mOhana kale
jaya jaya rangAdhi devatE dEvi.

O Goddess of ranga(dance floor), victory to thee. Thou art patron of the actor-class, the embodiment of the joy accruing from Psychological states(bhaavas) and Sentiments (rasas), yours is the kalaa(art) that only can charm the whole world, Victory to thee.
